Photoshop CS2 or the Editor of Photoshop Elements 4.0 freezes immediately after you start (on Windows)
Source: Photoshop Support Knowledgebase
Issue: Adobe Photoshop CS2 or the Editor of Adobe Photoshop Elements 4.0 freezes immediately after you start it.
Detail: You are using a UK keyboard.
Solution: Change the keyboard setting from Welsh to UK English.
Change the keyboard setting to EN English (United Kingdom) in the Language bar on the Windows taskbar.
If you do not see the Language bar, complete the following steps:
1. Choose Start > Control Panel.
2. Double-click Regional And Language Options.
3. Click the Languages Tab, and then click the Details button.
4. On the Settings Tab, select English UK as your Default Input Language.
Note: If the problem persists after you complete these steps, select CY Welsh in the Installed Services panel of the Settings tab and click the Remove button.
Background information
Dell computers sold in the UK as of late 2005 ship with a new Windows XP SP2 OEM version, which has the language set to Welsh by default. This setting causes Photoshop and the Editor of Photoshop Elements to freeze.
